Article Abstract

The impact of climate change and urbanization has increased the risk of flooding. During the UN Climate Change Conference 28 (COP 28), an agreement was reached to establish "The Loss and Damage Fund" to assist low-income countries impacted by climate change. However, allocating the resources required for post-flood reconstruction and reimbursement is challenging due to the limited availability of data and the absence of a comprehensive tool. Here, we propose a novel resource allocation framework based on remote sensing and geospatial data near the flood peak, such as buildings and population. The quantification of resource distribution utilizes an exposure index for each municipality, which interacts with various drivers, including flood hazard drivers, buildings exposure, and population exposure. The proposed framework asses the flood extension using pre- and post-flood Sentinel-1 Synthetic Aperture Radar (SAR) data. To demonstrate the effectiveness of this framework, an analysis was conducted on the flood that occurred in the Thessaly region of Greece in September 2023. The study revealed that the municipality of Palamas has the highest need for resource allocation, with an exposure index rating of 5/8. Any government can use this framework for rapid decision-making and to expedite post-flood recovery.

When treatments are deemed not to be cost-effective and face non-reimbursement, policymakers in publicly funded healthcare systems may decide to ration treatments by withholding it from future patients. However, they must also address a critical question: should they also ration treatments by withdrawing it from patients already having access to the treatment, or is there an ethical difference between withdrawing and withholding treatments? To explore this question, we conducted a behavioural experiment (n=1404), examining public support for withdrawing and withholding treatments in reimbursement decisions across eleven different circumstances. Overall, public support for rationing by withdrawing and withholding was low, with no general perceived difference between withdrawing and withholding treatments.

Cellular resource limitations create unintended interactions among synthetic gene circuit modules, compromising circuit modularity. This challenge is particularly pronounced in circuits with positive feedback, where uneven resource allocation can lead to Winner-Takes-All (WTA) behavior, favoring one module at the expense of others. OsSTK-Mediated Sakuranetin Biosynthesis and Carbon Flux Orchestrate Growth and Defence in Rice.

Plants balance resource energy allocation between growth and immunity to ensure survival and reproduction under limited availability. This study reveals that rice cultivars with elevated sucrose levels boost resistance to the fungal pathogen Magnaporthe oryzae by accumulating the phytoalexin sakuranetin, regulated by the transcription factor STOREKEEPER (OsSTK). OsSTK binds to the promoter region of OsNOMT (Naringenin-7-O-Methyltransferase) to drive sakuranetin biosynthesis.

Background: Lung cancer (LC) is the leading cause of cancer death in Ireland, yet no national screening programme exists. While low-dose computed tomography (LDCT) screening reduces lung cancer mortality by approximately 20% in high-risk populations, its cost-effectiveness in Ireland remains uncertain. Evidence on the economic burden of lung cancer care and the feasibility of screening is needed to support policy decisions.
