The aim of this study is to prepare redox-sensitive nanophotosensitizers for the targeted delivery of chlorin e6 (Ce6) against cervical cancer. The liquid-phase plasma reduction method has been applied to prepare iron nanoparticles from iron chloride solution using a bipolar pulsed electrical discharge system. The excited states of atomic iron, hydrogen, and oxygen as well as the molecular bands of hydroxyl radicals were detected in the emission spectra. An anatase TiO2 and three kinds of novel TiO2 nanoparticles were prepared by a hydrothermal method for dye-sensitized solar cells (DSSCs), which were obtained by mixing NaOH (10 M), KOH (14 M) and LiOH (10 M) solution with an anatase TiO2 powder, respectively.
